Mainstreaming Inclusive Climate Action in Jakarta

This policy brief provides a roadmap for integrating Inclusive Climate Action (ICA) into Jakarta’s governance system, from planning and budgeting to monitoring and evaluation. Through a participatory process involving BAPPEDA, regional agencies, and key stakeholders, Think Policy and C40 co-developed a localized ICA Checklist, an actionable tool to ensure Jakarta’s climate strategies are not only effective, but also equitable and inclusive.

The brief outlines institutional opportunities, regulatory entry points, and capacity-building pathways to embed inclusivity into city-level climate action. By aligning ICA principles with Jakarta’s annual planning cycle (RKPD) and participatory forums like Musrenbang, the report proposes a phased, pragmatic approach for scaling impact. This includes policy recommendations ranging from Governor’s decrees to long-term integration in RPJMD, all aimed at building a resilient, people-centered future for Jakarta.
