We help institutions rethink what they know and retell what matters
Most institutional challenges are not caused by a lack of information. More often, they persist because people continue to approach new problems with old assumptions, and because complex realities are communicated as neat headlines that strip away context.
Through two complementary pillars — (Un)Learning and Storytelling — we help leaders and institutions develop the mindsets, capabilities, and narratives needed to navigate complexity and drive meaningful change.
PILLAR 01
(Un)Learning
Learning as the ability to rethink what we already know
In a world shaped by rapid change and competing interests, technical knowledge alone is rarely enough. Institutions must question established ways of thinking, make sense of uncertainty, and continuously adapt to realities that refuse to stay still.
Through the (Un)Learning pillar, we create spaces where participants can challenge assumptions, examine blind spots, and explore new ways of understanding the systems they seek to influence. We design learning journeys for public sector actors, civil society leaders, and professionals working at the frontlines of change.
We do not believe every problem needs a new solution. Sometimes, it begins with unlearning an old one.

Planning Health Transformation Beyond Technical Compliance
What We Did: Over a seven-week learning journey, Think Policy strengthened the Bureau of Planning and Budgeting’s planners with sharper analytical and strategic capabilities — shifting planning from a procedural function to a more adaptive, problem-solving role within the Ministry.

What We Did: A leadership bootcamp for high-potential officials under 35 shifted mindsets from procedural execution to adaptive leadership — built on applied policy innovation projects rooted in participants’ own institutional challenges.

Turning Civil Servants Into Problem Solvers
What We Did: Through the ASN Award Ideathon, we designed a bootcamp guiding civil servants through the full cycle of policy innovation — starting from root cause analysis — reframing innovation as a disciplined process grounded in evidence, context, and institutional realities.
GIZ — GESIT Initiative
Building Local Leadership for Indonesia’s Green Workforce Transition
What We Did: We designed and delivered the Green Jobs Champion program, equipping local leaders across East Java, East Kalimantan, and Kepulauan Riau with the knowledge, tools, and networks needed to advance green workforce transformation — training 86 Green Jobs Champions.

Storytelling
Storytelling as an act of translation
Public policy, institutional reform, and social change are inherently complex. Yet they are often communicated as neat headlines, simplified narratives, or isolated data points. In the process, context disappears and the realities behind change become harder to see.
Through the Storytelling pillar, we help institutions make complex realities more understandable without reducing them into simplistic narratives. We bridge evidence, experience, and context to create stories that help people see what happened, why it happened, who it affects, and what it means.
We do not believe the answer to complexity is simplification. We believe the answer is better storytelling.
