Recruitment Specialist

The Recruiter is responsible for managing end-to-end recruitment processes to ensure Think Policy attracts, selects, and hires high-quality talent aligned with organizational needs. This role works closely with the HR Team, the leaders (users) and the Chief Operating Officer (COO) to ensure a smooth, structured, and effective hiring process.

Job Responsibilities

  1. Recruitment Planning

  • Manage comprehensive recruitment plans, including methodology, processes, and interview instruments with HRBP

  • Coordinate and align with users and the COO (Chief HR of Think Policy) to ensure recruitment readiness and clarity of role requirements

  1. Candidate Sourcing

  • Build and maintain a strong candidate pipeline through various channels such as LinkedIn outreach, referrals, and job advertisements

  • Manage open recruitment processes when required by creating and posting job ads on platforms such as Internal Website, LinkedIn, and other relevant channels

  • Collect and organize CVs in a centralized system and support users in the CV screening process

  • Conduct periodic job brief discussions with users and the COO to refine candidate requirements when necessary

  1. Interview Coordination

  • Schedule interview processes for shortlisted candidates, including arranging interview panels with users

  • Follow up with users regarding interview results

  • Provide timely updates to candidates regarding their application status, both successful and unsuccessful outcomes

  1. Salary / Offer Negotiation

  • Coordinate with the HR team in distributing Offer Letters, including determining appropriate salary offers and start dates

  1. Pre-Onboarding for New Hires

  • Coordinate with the HR team in preparing employment contracts

  • Maintain regular communication with candidates to ensure engagement prior to their start date

  • Ensure onboarding schedules are prepared in accordance with Think Policy policies in coordination with the HRBP

Job Qualifications

  • Bachelor’s degree in Human Resources, Psychology, Business Administration, or a related field

  • Minimum 2–3 years of experience in recruitment or talent acquisition (experience in headhunting, social enterprises, or policy-related organizations is a plus)

  • Strong understanding of end-to-end recruitment processes and best practices

  • Experience sourcing candidates through LinkedIn and other professional platforms

  • Excellent coordination and stakeholder management skills, with the ability to work closely with managers and leadership

  • Strong communication and interpersonal skills, both written and verbal

  • Proficiency in spoken and written English

  • Familiarity with and ability to apply Competency-Based Interview (CBI) methods

  • Detail-oriented with good organizational and time management skills

  • Ability to handle multiple hiring processes simultaneously in a fast-paced environment

  • Comfortable conducting salary negotiations and managing candidate experience professionally

  • High level of integrity and ability to handle confidential information
